Changing to Dillon Crimp dies

Still learning. Decided to change to Dillon crimp dies and having some problems. Following the setup procedures that came with die set, after tightening it down until it hit case made 2 full turns in 1/8 turn increments. Still did not have an acceptable crimp. Decided to try a different approach and reset/measured crimp until it measured .002 less than case diameter. Made a couple of dummy loads to verify readings. Here is where I am at for 40S&W:
Case: Remington
Bullet: Extreme 165gr RNFP plated
OAL:1.120
Crimp: .421
Case dia: .423
Researching for crimp information seems to have limits of -.001 to -.010 with average being .001-.005. What is the correct crimp?

make sure you fill the shell plate with dummy rounds so the tension on the ram is the same and recheck the crimp

I thought about that, so I loaded case feeder tube and ran 5 dummy loads. All 5 came out with the crimp measuring .420-.421.
