223 bullet falls

I picked up DILLON CARBIDE RIFLE DIES set of 3. (for reloading used once brass) The first set of bullets I got had a CANNELURE. I would try to tighten up the Sizing/Depriming Die but it only tightens up the mouth not the neck. So the bullet slips in the Cannelure and I end up with a bullet that is short, instead of being 2.260 it ends up being 2.245. So I picked up another style of bullet with out a cannelure and if I seat them to 2.260 they fall into the case, because the neck is still loose. So I have over sized bullets, because I am trying to keep the mouth on the bearing surface of the bullet. When I get the Sizing/Depriming Die set to .253 at the mouth the neck is still .256 and the bearing surface is not holding the bullet. Did I just get a bad Die ? Do I need to try a different die set or what?
