I'm thinking of purchasing .44 Russian top break revolvers. I see "44 Special" as a die choice for Square Deal B, but not ".44 Russian." Will the .44 Special dies work with the .44 Russian cartridges?

No. 44 Russian is far too short, the seat and crimp dies won't adjust down far enough for them. The 44 Special dies will load 44 Colt, however.

Are there any other options? Could the 44 spl dies be "modified" to adjust down enough?

You would have to remove material from the bottom of both the seat and crimp die, might have to modify the bullet seating stem, and have to make a spacer to go on top of the crimp die to maintain the overall length of the die. A machine shop should be able to do this for you.
