What's the hole on one side of the eccentric for?

No idea- don't recall anything like this for lubing the pin. Was this bought new from us? The eccentric is heat-treated, so not a part to be casually drilled.

Yeah it was bought new but in the early 90's. You can also see the hole in the parts picture on page 6 of this manual http://www.dillonhelp.com/manuals/english/Accessory-Manua
I started a thread on this on ar15.com and some seem to think it was there as an index or locator of some sort for the manufacturing process. Others replied their newer model swagers don't have this hole

Funny, I just registered to post a question about the Super Swage.... I just disassembled mine to clean the dust bunnies off it, and found the same hole!
My only guess is a fixturing hole to hold the part from rotating while it was being manufactured - but that's just a WAG.
