I was wondering it the Dillon Case Lube effect the powder, if you get too much in the neck of the case?
Also how long do I have to load once I spray on the case lube?

The Dillon case lube will not affect the burning rate of powder (or affect primers either). Excess lube can build up in the funnel and cause powder to clump up there, but if you run a swab with alcohol up into it once in a while to remove this, then no worries.
After cases have been lubed, you can wait a few weeks to size them. Just store them in a container with a lid so that no dust can contaminate them.
